More than forty cease and desist letters have been sent to sweepstakes operators. Attorney General Liz Murrill has also stated publicly that these platforms are already illegal under current interpretations of the law.
What lawmakers are doing now is removing any remaining ambiguity and backing that stance with stronger legal firepower.
The Real Escalation: Criminal Consequences
If House Bill 883 redraws the legal boundaries, House Bill 53 raises the stakes dramatically.
Under this proposal, operating a sweepstakes casino could be classified as racketeering. That shifts the issue from regulatory compliance into the realm of serious criminal law.
The potential penalties are severe, with prison terms ranging from five to fifty years and fines that can reach one million dollars. This is not a warning or a fine for noncompliance. It is a clear signal that the state is prepared to treat these operations as major criminal offenses.
Why Now?
To understand why this is happening, you have to look at how things played out last year.
Lawmakers already tried to shut sweepstakes casinos down. The bill passed both chambers, but Governor Jeff Landry stepped in and vetoed it, arguing the state already had the tools to deal with these platforms.
What happened next is what changed everything.
Not long after the veto, the attorney general’s office came out and said sweepstakes casinos were already illegal. Then the enforcement started. Letters went out, pressure increased, and the tone shifted quickly.
Now lawmakers are stepping back in to make it official. No more relying on interpretation, no more gray areas. This time, they’re trying to put it clearly into law and close the door for good.
Closing One Door, Opening Another
While sweepstakes casinos are being squeezed out, Louisiana isn’t exactly hitting the brakes on gambling. If anything, it’s shifting direction.
Lawmakers are looking at legalizing online lottery sales through a state run system, something that would give players a more controlled and clearly regulated option.
At the same time, there’s talk of tightening up certain types of sports bets, especially the faster, higher risk ones.
